      Both. Often the point of prosecution is to “make an example of -, which is just a dry and long-winded way of shaming them.

      Identifying the worst problems is a necessary step to resolving them.

      “Shaming” has nothing to do with it. Its like you have a high risk of lung cancer-- it’s not shaming to tell you to quit smoking.
