If you interpreted it as such, it’s because Abbott and the Republican governors hyping up (yet another) pointless dick measuring stunt are the ones who were quite literally mentioning Civil War as an option.
That being said, however, I don’t give a fuck what Biden does here. This is a stupid non-issue. We have real, tangible problems he should be focusing on imo. But as far as the law goes, yeah, Biden can do whatever the fuck he wants in this instance. The national guard and immigration/border enforcement is reserved as a power of the federal government. He’s the chief executive and has the legal authority to wield that power as he sees fit within the bounds of the law.
Then I guess a better way to put it would be “Biden would be accepting their offer of civil war”
And I agree it’s a stupid non-issue, which is why I am pushing back against the “just call up the national guard and arrest everyone involved” opinion.
