Because a subscription is definitely a viable alternative.
If it’s not viable for you, that’s a you problem.
You don’t need to charge a subscription for offline maps. That defeats the whole purpose of offline maps.

You can pay a one time fee for Maps+.
I didn’t see that option when I looked.
