Absolutely, there were many reasons for the decline in writing and I am by no means going to defend D&D or their team as writers, but I don’t envy the situation they were handed.
Everything after season 4 of game of thrones was trash, it just got progressively worse each season as D&D had no
accountabilitymaterial to work with.
I know it’s fashionable to shit on D&D for their lack of writing skills, but they weren’t hired to write, they were hired to adapt and they were decently good at it. George told them he’d have his material completed by the time they’d have to adapt it and he did not, yet I see very little of the blame attributed to the guy who just kind of gave up on finishing his story.

As a member of a NATO military that doesn’t meet the targets for spending, I agree this doesn’t undermine NATO, it’s just the truth that we need to start pulling more weight monetarily.
BUT that’s not the point and you missed key details about what he said that absolutely DOES undermine NATO, such as:

That’s one way to look at it, if you’re looking to downplay the human impact. The way I look at is these companies had a short sighted hiring spree and now thousands of people are without income and can’t just get a new job as the industry is laying off everywhere. That seems like a reasonable source of panic for the people with no income and not a lot of prospects.

They could very likely come up with something very functional, making IEDs, and even cooking your own explosive fillers is exceptionally easy, you really only need a very basic understanding of chemistry and circuitry (like grade 9 or 10 level). If extremists hiding in caves in Afghanistan could make consistent and effective devices with HME, then Joe Redneck with Internet access and over the counter access to Ammonium Nitrate Aluminum (Tannerite, which is legal in most states and often sold at gun stores) can probably do it too.
It only takes about a tenth grade level of understanding physics and chemistry to make a decent device from scratch. With the access Americans have to over the counter explosives (tannerite) and arduinos you only need enough of an education to know how to copy and paste code. Relying on people being uneducated isn’t a good strategy because these things are extremely easy to make. I work with some people that I question whether or not they can read who build effective devices with little to no effort.
